Rhonda Sullivan Waters

   Rhonda Sullivan Waters, 75, of Hertford, passed away peacefully on Monday, July 7, 2025 at the Elizabeth City Health & Rehabilitation Center.

   Rhonda was born on May 23, 1950 in Muhlenberg County, KY, to parents Martha and M. Davis Sullivan.

   Rhonda married her husband, Kenneth, in 1970 in Hertford, where they settled and raised their two sons. She passionately loved her family and found such great pleasure in every moment she shared with them.

   Rhonda was fortunate to have two careers in Hertford. The first was acting Plant Engineer at Don Juan Manufacturing until 1984, and the second was with Hertford Housing Authority from 1984-2012, where she retired as Executive Director. She loved her community and its people and most recently upon her retirement served as a member of the Hertford Town Council.

   Rhonda was preceded in death by her parents, M. Davis and Martha Sullivan; step-fathers, Frank Bush and Captain George Worsham; and a brother, Frank Lane Bush. She is survived by her husband, Kenneth Waters; sons, Kenneth Waters II and wife, Kris, and Benjamin Waters and wife, Amy; and "Waters" grandchildren, Grayson, Sullivan, Devin, Ellissa, Mary Payton and bonus grandchildren Libby, John, Nathan, Chloe, Riley, Mason, and Brady. Also surviving are her sisters, Allison Grace and her husband, David, and Victoria Keaton; her in-laws, Melvin and Diane Waters and Gerald and Vera Waters; step-sisters and brother, Vicky Worsham, Sara Atkinson and Tom Worsham. Her nieces and nephews held a special place in her heart, as did cousins Fonda Williams, Donna Gamino and Kevin Sullivan, and her adult lifelong friends Betty Byrum and Chris Umstead.

   Rhonda asked that her life be celebrated as a journey that was truly a blessing and an honor for her, and as a reminder that only God knows who holds tomorrow!

   A memorial service will be held at 11:00 a.m. on Friday, July 11, 2025 in the Miller & Van Essendelft Chapel, Hertford, NC. Friends are invited to visit with the family in the funeral home immediately following the service.
