Harvey Livingston Binns, III, of Edenton, NC, died peacefully in palliative care in ECU Health Medical Center in Greenville, NC on Saturday, September 27, 2025.

Harvey was born on September 17, 1940, in Savannah, Georgia, moved to Richmond, Virginia and graduated from Douglas Freeman High School. He graduated from Virginia Tech as a Second Lieutenant and served in the United States Army for twenty-five years. After serving two tours in Viet Nam, he retired as a Lieutenant Colonel and then spent twenty years as an army defense contractor with Northrop Grumman teaching military exercises worldwide.

Harvey was preceded in death by his parents Eloise Butler and Harvey Livingston Binns, Jr and his wife of twenty-five years Penny Jo Powell Binns. He is survived by his four children Ian Binns (Ann), Susan Reynolds (Jeremy), Kaycee Dowell (Lindsay), and Harvey L Binns, IV (Chip), two sisters Susan Binns Creighton and Cynthia Binns Reed and their families.

Harvey had a great appreciation for his Country and had a strong faith. He loved his church, Saint Paul’s, served on the Parish Life Committee and started the annual lamb dinner held each year on Maundy Thursday. Harvey loved life, was a wonderful friend, was a sought-after antique furniture refinisher and enjoyed entertaining with his family and friends. Harvey has been honored for his dedication to the Edenton Farmer’s Market.

The family is very thankful for his devoted friend and caregiver Pricilla Sharpe.

A celebration of his life will be held on Wednesday, October 8, 2025, at 11:00 a.m. at Saint Paul’s Episcopal Church in Edenton, NC, following a private burial service at Beaver Hill Cemetery. A reception will follow in the Parish Hall.

In lieu of flowers, donations in his honor are requested to be given to Saint Paul’s Legacy Foundation, PO Box 548, Edenton, NC 27932.
