Debra was born on July 31, 1959 in Norfolk, VA, and was the daughter of the late William Hughes Burgess and Gladys Jeannette Mazzel Burgess.

Debra is preceded in death by her partner of nearly 30 years, Darrell “Butch” Dowdy.

Debra is survived by her son, William Smith and his wife Sha (Sophia) Jiang, of Fayetteville, NC; and her special friend, Bonnie Christoffel.
